Binance will require Brazilian users to provide additional information for cross-border crypto transfers starting November 1. Binance will hold some deposits until users explain where the money came from. Customers must disclose each transfer's purpose and identify the counterparty type. Withdrawals cannot be submitted until customers complete the questionnaire, and some incoming deposits can be returned if customers fail to provide the information. The rules cover transfers to or from nonresidents, including users' own accounts on foreign exchanges, but leave transfers between Brazilian residents unaffected. Binance will report the transactions monthly to Brazil's central bank.
