VIETNAM CRYPTO PILOT: THE PENALTY CLOCK STARTS MONDAY — BEFORE ANY LICENSED EXCHANGE IS LIVE Vietnam is rushing its regulated crypto asset market into existence, and the timeline just got real. ⏰ Sept 1, 2026 — Decree 284/2026 takes effect. From Monday, Vietnamese investors trading crypto through platforms not licensed by the Ministry of Finance face fines of VND 30–50 million (~$1,150–1,900) .
