There's been a lot of chatter in Venezuela about BINANCE potentially shutting down, leading folks to believe they'll lose their USDT/USDC and whatnot. However, despite it being just rumors—rumors that BINANCE actually debunked a few days back—there's one crucial element we need to understand. USDT/USDC and others are centralized assets, meaning they are issued, minted, or generated by private companies, specifically American firms that have to comply with U.S. laws and regulations. Both Tether and CIRCLE, the issuers of these coins, have the technical ability to freeze assets via requests from U.S. government authorities. This technical capability to block assets is globally applicable without restrictions, no matter which exchange they're on, and even cold wallets can have their assets frozen or blocked. Consequently, this technical aspect poses a much greater risk than the use of any exchange itself. If Tether or CIRCLE receive a blocking order for funds or wallets because they're linked to flagged crimes (money laundering, financing terrorism, sanctioned countries, etc.), they can simply do it, regardless of where those assets are. I'm sharing an image of the USDT contract on the TRON network, where you can identify addresses or wallets that have been blocked for various offenses.
