Ukrainians increased their foreign-currency savings in banks to a five-quarter high
In the third quarter of 2026, Ukrainians increased the amount of funds held in foreign currency in bank accounts and deposits by $336 million. This was the largest quarterly increase in the past five quarters, financial analyst Andriy Shevchyshyn reported.
Meanwhile, household savings in hryvnias grew by only UAH 12.3 billion, or approximately $274 million equivalent. This was the smallest absolute increase in the past six quarters.
At the end of September, the amount of funds held in foreign currency in accounts and deposits stood at $11.426 billion.
Thus, in the third quarter, the increase in foreign-currency savings in dollar terms exceeded the growth in hryvnia balances: $336 million compared with $274 million.
This ratio may indicate that the population is more actively accumulating funds in foreign currency. The last time a similar trend was observed was in the first quarter of 2025.
Foreign-currency balances increased the most in July and August, with the peak recorded in August.

US Treasury proposes limiting tech investments in China and Russia โ The Hill
The U.S. Department of the Treasury has proposed new rules to restrict American investments in high-tech sectors within China, the Russian Federation (an aggressor state), North Korea, and other countries of concern. The initiative covers areas including artificial intelligence, reports The Hill. Technologies covered by the rules: The proposal expands restrictions under the Outbound Investment Security Program (OISP). These will apply to hypersonic systems, quantum information technologies, high-performance computing and supercomputers, as well as AI. U.S. Secretary of the Treasury Scott Bessent has also added biotechnology to the list. According to the report, the proposed requirements will apply to investments exceeding $50,000. However, they will not extend to certain financial holdings, such as the purchase of stocks. The Treasury Department stated that the rules are intended to implement provisions of the Comprehensive National Security Outbound Investment Act, passed by Congress in 2025. Public comment period prior to a final decision Bessent stated that the proposed regulation is designed to strengthen the existing program, preventing American investments from being used to develop critical technologies that could threaten U.S. national security. He also noted that the initiative aims to provide greater certainty for both American and foreign investors. The Joe Biden administration initiated a program to restrict foreign investments in 2023 via an executive order targeting capital flows into Chinese sectors related to semiconductors and quantum computing. Public comments on the proposal may be submitted before the final rule is adopted. Amidst technological rivalry with Beijing, the U.S. Department of Homeland Security has also ordered the removal of products from the Chinese startup DeepSeek from the IT systems of federal agencies, citing several potential threat vectors. The Chinese Foreign Ministry stated that Beijing opposes the overbroad interpretation of "national security" and the politicization of technology and trade issues. #USA #china #Russian

Through an official partnership, LG CNS and Chainlink are expanding the utility and adoption of Korean stablecoins within a digital asset market that includes over 11 million eligible users. The partnership also integrates the full Chainlink platform into LG CNSโs ongoing development of digital asset platform solutions for Korean institutions, while establishing a collaboration to refine the technical standards underpinning Koreaโs digital asset economy. This combination of market scale, high levels of digital asset participation, and demand for stablecoins makes Korea a pivotal market for institutional digital asset infrastructure. The strategic partnership between Chainlink and LG CNS focuses on three key areas: Oracle Infrastructure for the LG CNS Digital Asset Platform: Chainlinkโs cross-chain, data, and orchestration infrastructure enhances the LG CNS digital asset platform solution by facilitating secure connectivity between blockchain networks and institutional systems. The company also serves as the primary contractor for the Bank of Koreaโs flagship digital currency initiative, "Project Hangang," which involves building, operating, and scaling the nationโs digital currency infrastructure. The projectโs first phase encompassed approximately 80,000 customers from seven Korean banks. The Blockchain Association sent a letter in October 2026 to U.S. congressional leadersโincluding Senate Majority Leader John Thune, Senate Minority Leader Chuck Schumer, House Speaker Mike Johnson, and House Minority Leader Hakeem Jeffriesโurging an overhaul of outdated digital asset tax rules.
Key Recommendations from the Association
Treat payment stablecoins as cash equivalents for tax purposes to eliminate gain/loss reporting on everyday purchases. Classify mining and staking rewards as self-created property that is taxed only upon disposition (sale) rather than upon receipt. Establish a meaningful de minimis tax exemption threshold to free small, everyday digital asset transactions from complex reporting burdens. Restrict digital asset broker reporting obligations strictly to custodial intermediaries that hold or control customer assets, excluding non-custodial developers and infrastructure participants. Expand staking eligibility within retirement accounts, explicitly include blockchain development under research and development (R&D) tax credits, and provide safe harbors for foreign traders on U.S. exchanges. The group also launched TaxClarityforAmerica.com to allow constituents to track legislative progress and contact their representatives

Against the backdrop of the world cutting ties with China, it was only a matter of time

Thirty US universities got a Pentagon audit order. Within weeks, every one had cut ties with Chinese institutions, some of them over programs that had nothing to do with research.
On October 19, the Pentagon said all 30 schools had โfully mitigatedโ their flagged relationships, producing more than 80 termination-related actions. Hereโs what the schools actually did:
Virginia Tech is shutting down its joint undergraduate program with Chinaโs Xidian University years ahead of schedule, ending it after this academic year. Oklahoma State ended agreements with Fudan and Sun Yat-sen universities, including a student exchange. The University of Texas at Austin cut a student exchange with Shanghai Jiao Tong University. UNC Chapel Hill canceled its Fudan study-abroad program, which it described as unrelated to research. South Carolina ended a dual-degree business program with Shanghai Jiao Tong.
Several schools said they acted โout of an abundance of caution,โ and some noted the programs involved no sensitive, Pentagon-funded, or export-controlled research. Duke reported full mitigation with no major terminations, while Drake said a program not on the restricted list might continue.
The Pentagon praised seven schools for moving fastest, including Virginia Tech, Penn State, USC, and UT Austin. The message from the department: โzero tolerance.โ
Some faculty groups say the speed raises due process concerns. Students in canceled programs lost them on short notice.
The risk of losing federal research funding was enough. Nobody pushed back.

Major U.S. banks are detecting UNAUTHORIZED AI agents accessing customer accounts, with some reportedly taking actions beyond users' instructions, per Axios.
Morgan Stanley, JPMorgan, Bank of America and Citi are restricting third-party AI access as security concerns grow.
The biggest risks: - AI agents could make purchases or move funds without clear user authorization.
- Banks are struggling to distinguish human activity from AI agents acting independently.
- Some AI agents have reportedly contacted bank call centers on customers' behalf.
Banks are now moving toward read-only access, allowing AI to view financial information without making transactions.
The growing concern is that AI agents are advancing FASTER than banks can secure their systems. $JPM
