Zhao is soft-spoken but very clear.
After his short statements, he has now resigned.
"Everything I see about your history and characteristics is mitigating and positive," says Judge Richard Jones.
The court acknowledges that he came to the United States voluntarily, had not previously violated any laws, and had taken "extraordinary steps and significant steps" in cooperating with law enforcement. But the nature of the events was "aggravating".
