Russia’s Import Substitution Fails: Companies Spend Billions on Foreign Technology

Russia’s attempts to implement its own "import substitution" policy have failed once again. Due to the war launched against Ukraine and severe international isolation, Russian businesses are facing a growing technological lag: the country possesses neither modern, domestically produced equipment nor viable alternatives to Western software.

According to the Foreign Intelligence Service of Ukraine, Russian companies are forced to spend vast sums on IT services from abroad to keep their systems running. In the second quarter of 2026 alone, such expenditures surged by nearly a third, reaching 75 billion rubles.

A primary driver of these technological challenges is an acute shortage of hardware, resulting from disruptions to "parallel import" channels.

While Russia previously managed to procure servers and high-performance graphics accelerators through unofficial channels, such supplies have now all but ceased.

The situation is further exacerbated by the inability of the Russian software market to offer adequate replacements for Western-developed products.
