Turns out Trump has this power
Trump: If Democrats take control of Congress, I may use presidential veto power to counter them

Voting in the U.S. midterm elections continued on November 3, local time. U.S. President Donald Trump said that day that if Democrats made gains in the election and won control of Congress, he might exercise his presidential veto power to force them to reach a bipartisan agreement with him. In an interview that day, Trump said: “Historically, you just have to exercise your veto power for a few months in a row, and then they’ll come to you and say, ‘We have to reach a deal.’”

Trump also said that if Democrats tried to use Congress to limit his powers, he might further expand his use of executive authority. His remarks suggest that political confrontation between the White House and Congress could intensify if Democrats win majorities in both chambers in the midterm elections. Trump also said that over the past few weeks, he had done everything he could to campaign for Republican candidates across the country. He believes his campaign helped Republicans turn around what might otherwise have been a “blue wave” for Democrats, making the election more competitive. (CCTV News) $SOL
