AP fills in the final piece: Democrats retake the House, confirming a sweep of both chambers | Afternoon, Nov. 4

Keep this separate from the 13:38 post: AP had officially called the Senate in that one, while the House was still “too early to call.” This post fills in the House result—both the Wall Street Journal and MarketWatch live pages quoted AP as saying Democrats had retaken the House. With that, AP has called control of both chambers; this is no longer just a media projection.

This is exactly the opening left in the previous post: it said, “If this conflicts with NBC’s projection of about 255 seats, disregard this post’s House call.” Now AP’s announcement is in line with NBC’s projection, and the estimate of about 255 seats hasn’t been overturned. The final seat count is still being tallied; 218 is the threshold for a majority, and the new Congress takes office on Jan. 3. The numbers could still shift by a few seats, but control is no longer in doubt.

Another seat was called in the same window: at 1:02 a.m. Eastern time, AP called Maine’s Senate race for Democrat Troy Jackson, ending Republican Susan Collins’ nearly 30-year tenure. AP still hasn’t called Michigan’s Senate race, but the Senate majority no longer depends on it.

For crypto markets, the variables only really come into play now that the picture is complete. By TD Cowen’s earlier analysis, with Democrats controlling Congress, the CLARITY Act will be harder to pass over the next two years; Warren could chair the Senate Banking Committee, and Waters could chair the House Financial Services Committee. Winning the House also gives Democrats subpoena power through the House Oversight Committee, which could investigate the Trump family’s crypto ties. But the president still has veto power, so executive-branch deregulation will be difficult to overturn directly through legislation. So a “sweep” doesn’t mean the bill will pass right away, much less that it’s an immediate bullish catalyst.

Here’s an initial market reference point: before publication, I cross-checked two sources. $BTC was around $77,997, up about 1.54% over 24 hours, with an intraday low of $75,736; $ETH was around $2,296, up about 1.81% over 24 hours. That’s another step up from the 13:39 check ($77,640 / $2,290), but don’t mistake the election-night results being settled for an immediate trend reversal.

My view in one sentence: with control of both chambers settled, the CLARITY fight shifts from “who gets to decide” to “how long will it take, and what will the final version look like?” That’s a slow-moving variable for the market, not a bullish catalyst you can trade on tonight.

Risk warning: the final seat count and results in races not yet called could still change this assessment. Election results are not investment advice; price volatility remains high, so watch your position size.

Now that control of both chambers has changed hands, do you think the CLARITY Act will be delayed even longer, or will it prompt a compromise version?
