Binance’s two announcements on November 2 and 3 answer two different questions—don’t lump them together.
Announcement #6 on the morning of November 3 reopened withdrawals for more assets starting at 04:00 UTC, or 11:00 Vietnam time, with access restored gradually for each asset. The NEAR on the list is NEAR on the BSC network, not the native NEAR network.
Announcement #5 on November 2 was about proof: zero-knowledge proof for the reserve snapshot taken at 00:00 UTC on October 31 is complete. Holders of any of the 10 tokens—BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD, or ZEC—can independently verify that their balances are backed at a minimum 1:1 ratio.
Limitations: the proof only covers the October 31 snapshot and those 10 tokens; it does not cover tokens outside the top 10 or fund flows after October 31. The next snapshot is expected on November 4, with proof generation estimated to take 40 to 50 hours.
If you find this clarification useful, give it a heart to motivate me to keep writing.
