NET OUTFLOWS OF $3.64 BILLION ON THE FIRST DAY OF WITHDRAWALS RESUMING: BINANCE SAYS FLOWS ARE STABILIZING

Binance began reopening withdrawals in phases from 13:00 Vietnam time on 1/11. By 19:36 that day, all 15 networks and tokens in the first phase had been reopened.

According to the 30-minute interval flow chart from 06:00 to 15:30 UTC on 1/11:
- Total withdrawals: $4.649 billion, peaking at $733 million in the 08:00 UTC interval.
- Total deposits: $1.010 billion, peaking at $187 million in the 08:30 UTC interval.
- Net outflows: $1.010 billion - $4.649 billion = -$3.638 billion, or approximately $3.64 billion rounded.

These net outflows account for just 2.1% of Binance's total $171 billion in assets under management, according to the latest Proof of Reserves data dated 28/10/2026. After the initial spike, withdrawals have gradually declined and are stabilizing as expected, while deposits remain high—this is not a full-scale bank run.

A note of caution: these figures were published by Binance and cover the first 9.5 hours; they are not the full-day total and are not an independent audit. A new Proof of Reserves snapshot was taken at 07:00 Vietnam time on 31/10, and zero-knowledge proofs are being generated. An updated report is expected to be available on the PoR page on 2/11. The remaining networks and tokens are still being reviewed, and no specific date has been set for the next phase.

Do you see this 2.1% figure as a sign of stability, or are you still concerned?
