Hyperliquid announces: Kraken parent Payward plans to become the first CFTC-regulated HIP-3 deployer—are U.S.-compliant perpetual contracts on the way?

📌 The Block/crypto.news: Hyperliquid posted on X on 10/26, confirming that Payward subsidiary Bitnomial (a CFTC-regulated exchange and clearinghouse) will serve as the HIP-3* deployer, responsible for creating and managing markets and clearing and settling trades; NinjaTrader Clearing (a CFTC-registered FCM) will hold customer accounts.
📌 Trades will be matched on Hyperliquid’s on-chain order book, but only U.S. accounts whitelisted by both NinjaTrader and Bitnomial will be able to trade.
📌 Bankless: HIP-3* (with an optional on-chain whitelist) is still on testnet, with no regulatory approval, launch date, or mainnet timeline. Payward first announced the proposal on 9/16; this time, it has Hyperliquid’s official backing.

【Commentary】
This is a blueprint for “on-chain matching + off-chain compliance”: the protocol provides neutral infrastructure, while licensed institutions take on KYC and regulatory responsibilities. If it works, DeFi perpetuals could gain legal access to U.S. users—a major barrier for on-chain derivatives until now. Keep in mind, though, that for now this is only an “intention + testnet”; regulatory approval still stands between this and an actual launch.

【Opportunities/Risks】
✅ Watch for: Whether the CFTC grants approval and when the HIP-3* mainnet upgrade is scheduled; HIP-3 deployers must stake 500,000 HYPE, so more compliant deployers could increase demand for staking.
✅ Potential beneficiaries: On-chain perpetuals/derivatives and compliant bridge-style exchanges.
⚠️ Risks: Delays or additional approval conditions; undisclosed details on whitelist KYC; liquidity in permissioned markets may become fragmented from permissionless markets. At the broader market level, BTC is still fluctuating around 80,000, and volatility could increase ahead of tomorrow night’s FOMC.

Do you think the entry of compliant U.S. capital will allow on-chain perpetuals to take market share from centralized exchanges?
