Russia’s banking system risks being paralyzed as early as October 15 due to actions by major telecom operators. The National Council of the Financial Market has appealed to the Central Bank and the Ministry of Digital Development, stating that the “Big Four” operators’ threats to cut off communications to fintech companies are illegal. Lawyers are unanimous: the Communications Law does not give operators the right to block calls simply because a customer has refused to pay for the imposed commercial service of call labeling. The banking community warns that if this ultimatum is carried out, customers can expect widespread service disruptions.
