US OCC Chief: Final Rules for the GENIUS Act Expected to Be Officially Issued by the End of October

October 16 — According to a post by crypto reporter Eleanor Terrett, US Comptroller of the Currency Jonathan Gould said at a Milken Institute forum that the final rules for the GENIUS Act are expected to be officially released by the end of October.

The GENIUS Act is the United States’ core regulatory legislation for stablecoins. The final rules will establish a compliance framework for banks’ participation in stablecoin issuance and operations, marking a key step in the US stablecoin regulatory process.

The forum was held alongside Washington Fintech Week. The market is closely watching the framework’s implementation rules, whose provisions will directly affect how major stablecoins such as USDT and USDC operate in the US market.

If the GENIUS Act’s implementation rules are issued as scheduled by the end of October, they will reshape the US stablecoin regulatory landscape. Bank-issued stablecoins could arrive sooner, while existing issuers will also need to adjust their operations to comply with the new rules.

As the GENIUS Act’s rules take effect and bank-issued stablecoins gain momentum, do you think they will challenge USDT and USDC’s current market positions? Share your thoughts in the comments.
