Ukraine has imposed sanctions on five cryptocurrency platforms: RAPIRA, ABCEX, Aifory Pro, WhiteBird, and MarketCoin.io. The relevant decision by the National Security and Defense Council of Ukraine (NSDC), dated September 30, 2026, was enacted by Presidential Decree No. 1037/2026 of October 11.
According to the decision, the sanctions were imposed at the proposal of the National Bank of Ukraine. They provide for the termination of electronic communications services and the blocking of access to the platforms’ web resources within Ukraine.
The list includes five companies registered in different jurisdictions:
RAPIRA (Rapira Group) — Georgia
ABCEX (Nueva Cryptologia) — El Salvador
Aifory Pro (SOOTY LLC) — Marshall Islands
WhiteBird — Belarus
MarketCoin.io — Thailand
The restrictions have been imposed for 10 years. They include blocking the websites rapira.net, abcex.io, aifory.pro, whitebird.io, and marketcoin.io, as well as their mirror sites.
In addition, the sanctions restrict access to the Telegram channels specified in the document and associated with the respective services.
The sanctions list for these five platforms does not provide for a separate measure to freeze assets. The main restrictions concern access to the services’ online resources and the use of electronic communications networks.
The National Security and Defense Council also instructed the Cabinet of Ministers of Ukraine, together with the Security Service of Ukraine and the National Bank, to ensure the implementation of the sanctions and monitor their effectiveness.
The Ministry of Foreign Affairs of Ukraine must inform the competent authorities of the European Union, the United States, and other countries about the restrictions imposed and raise the issue of applying similar measures.
