Data Availability Sampling (DAS) lets nodes randomly download a small portion of block data. If enough sampling attempts succeed, they can confirm with extremely high confidence that the complete data has been published.
“Data availability” and “permanent data storage” are not the same thing: data availability only requires that anyone can download the data during the period when it needs to be verified.
