The Central Committee of the Communist Party of China and the State Council issued a sweeping policy with 19 measures on October 9, officially calling for the creation of a national blockchain network and an integrated national computing power network.
Xinhua News Agency published the plan, which places blockchain alongside manufacturing upgrades and national data infrastructure, with the goal of deeply integrating the digital and real economies.
What’s the aim?
Efficiency under state control. The policy pushes for rules governing data ownership, pilot projects for data markets, cross-border data flow mechanisms, and blockchain-based tax data sharing for bank lending.
It is also tied to expanding the digital yuan—as the People’s Bank of China just increased the number of operating institutions from 22 to 30 banks.
The key point: The document offers no support for Bitcoin or any independent cryptocurrency. The cryptocurrency ban remains in effect.
