BlockBeats News, October 10: Russian presidential aide Yuri Ushakov said in the early hours of October 10 local time that, during a phone call with Trump, Putin said Ukraine had attempted to disrupt Russia's State Duma elections and attack civilians, undermining the possibility of immediately resuming Russia-Ukraine negotiations.
Putin also said that Russian forces hold the initiative on the battlefield and are continuing to advance, and that Russia cannot resume negotiations with Ukraine for now because of Ukraine's position. Trump has instructed that Putin's message be conveyed to the Ukrainian delegation. Ushakov added that the two sides have not yet discussed specific arrangements for a bilateral meeting between Putin and Trump.
Meanwhile, people familiar with the talks said that U.S., Ukrainian and European negotiators held a roughly six-hour meeting in Miami on Friday, seeking to reach consensus on a unified proposal to end the Russia-Ukraine war. Their aim is to work out a plan in the coming weeks and submit it to Russia, in hopes of making a breakthrough before winter. The talks covered issues including Ukraine’s postwar security guarantees, economic reconstruction, its path to EU membership, territorial questions, and the future security architecture of Europe and Russia. However, no specific details of the arrangements have been announced.
