Starknet’s official account posted on October 8 that it is “actively considering” moving from an Ethereum Layer 2 to an independent Layer 1 (L1), with the goal of becoming the first fully quantum-resistant network by 2027. StarkWare co-founder and CEO Eli Ben-Sasson had previously floated the same idea during a discussion related to Token2049, saying the quantum threat could arrive sooner than the market expects, and that as a Layer 2, the pace of security upgrades is partly constrained by Ethereum.

According to the project, moving Starknet to L1 could allow it to independently advance its quantum-resistance timeline to around 2027, while Ethereum’s target for full L1 quantum resistance is around the end of 2029. The team emphasized that there is currently no formal governance proposal or voting schedule; protocol-level changes must be approved through Starknet’s on-chain governance. The live network remains an Ethereum L2.
