What Can 22 Legislative Days Buy?
On October 7, the chair of a special committee in charge of financial affairs for the House of Representatives scored two regulatory agencies in a television interview: the recent exemptions and guidance merely inched forward, not enough for what he wanted. The window he was betting on was written into the calendar—between the day of the vote and the installation of the new class of lawmakers, the Senate managed to schedule 22 legislative days.
He also had another standard: after one election cycle brings in new people and a new set of top officials, will these rules hold up? Exemptions and guidance are issued under existing authority—if personnel change, they can be rewritten, and even lawsuits can pressure them to change. Provisions written into law don’t have that kind of fragility. The previous version was drafted by him.
I checked two numbers for their units. On the Senate side, the hurdle is stamped as 60 votes. On September 15, it stalled at 49 yeas and 50 nays—one member absent, leaving a gap of 11 votes. On the other side, what you get is “time.” Votes have to be assembled one by one; time is scheduled. The two can’t be swapped.
You can’t see where the gap is coming from. The initiators claim that the version on September 14 absorbed 126 substantive changes proposed by the Democrats, but across the negotiating table the other side said the ethics provisions still weren’t settled. Execution was also uneven: together, the two regulatory agencies left 7 commissioner seats vacant—only two remained on the securities regulator side, and only one remained on the futures regulator side.
When the same matter lands on bids of different thickness, the scale is set by the thinner side. On October 8, these four lines were all listed on Binance’s spot ledger: XRP traded $40.08 million that day, down 2.94% from the prior day; Sui $19.49 million, down 6.94%; Cardano $12.81 million, down 8.15%; Avalanche $11.15 million, down 9.19%. Trading moved from thick to thin, the readings from shallow to deep, and the four lines formed a reverse-looking queue.
Here, this bill also has two “scales”: the temporary measures point in the same direction as what the statutes say, but the difference is the cost of removing them. The scenario for overturning it is clear: if, within these 22 legislative days, a text that both chambers accept is produced and the 60-vote threshold is met, then the reading method that separates “votes” and “time” would no longer work. With that screen missing, you can only wait for the documents. On Binance spot, XRP’s quotes update every day; whether to buy is up to you, and any balances that don’t move also earn interest somewhere.
