Ethereum's own Glamsterdam pages currently give two different answers about cheaper ETH transfers.

The roadmap page says EIP-2780 would make a standard transfer between existing accounts up to 71% cheaper. Open the proposal itself, though, and its current text explicitly keeps a plain ETH transfer to an existing account at 21,000 execution gas.

The proposal now breaks the cost into individual pieces: processing the sender, accessing the recipient and moving the value. Creating a new account adds a separate charge for the permanent data it creates. That makes the recipient's account state relevant to the transfer's gas requirement, even when no token swap or other contract interaction is involved.

The practical consequence is narrower than a blanket fee cut. The current proposal doesn't support budgeting a 71% saving for an ordinary ETH transfer. It also doesn't predict the gas price you'll pay.

Glamsterdam's testnet announcement leaves mainnet timing undecided. Until the rules are finalized, the transaction examples in the proposal are more useful for estimating what changes than the percentage still displayed on the overview page.
