The SEC Chair will clarify chain-financing rules within the limits of legal authority.

Paul Atkins said the agency will clarify the rules on chain financing within its scope of competence, despite the failure of the CLARITY Act.

On September 15, the Senate rejected the bill by 49 votes to 50, falling short of the 60-vote threshold. Atkins did not specify whether the guidance will include exemptions, registration, or staff notes.

Concerns about terrorist financing and risky assets are under regulatory scrutiny as the SEC moves forward with the rules. The SEC had already supported tokenized actions on September 17 and published nine FAQs on September 25.
