According to the official announcement (article code e92a42, dated 2026-09-21): the two spot pairs will be listed at the scheduled time. At the same time, Binance will also open spot algorithmic order robots for ARB/U and ENA/USD1, and open spot grid and spot DCA for NVDAB/USDT and QQQB/USDT. In addition, ARB/U spot (and the applicable margin) comes with a zero Maker fee promotion for eligible users starting from the above time point until further notice; VIP2–9 and spot liquidity providers also have further zero Maker+Taker terms—details are subject to the fee page and the announcement notes. Trading eligibility depends on your location; some countries/regions are not available.
