H.R. 8957, the American Reserve Modernization Act, advanced through the House Financial Services Committee on September 16 in a 28–21 vote.
The bill would establish a Strategic Bitcoin Reserve under Treasury custody, primarily using Bitcoin already held by the federal government through forfeitures.
It would also:
• Require reserve BTC to be held for 20 years, restricting sales or disposal
• Require Treasury to study budget neutral ways to acquire additional Bitcoin without new taxes or borrowing
• Introduce greater transparency, including proof of reserves reporting
Important: this is not yet US law. The bill still has to move through the legislative process.
If enacted, it would represent a significant change in how the US government treats Bitcoin as a strategic asset.
