I think today’s CLARITY Act cloture won’t pass.
The 60-vote threshold is too strict: Republicans have 53 seats, and people like Paul and Hawley were already likely to vote no, so the number of votes they can actually secure is smaller. On the Democrats’ side, during the committee stage only two people crossed party lines. The group that includes Warner, Cortez Masto, and Warnock was still sending counterproposals hours before the vote, and Warren is still clinging to the loopholes in the ethics provisions. Even Loomis himself said—some people won’t vote in favor no matter how the text is changed. The numbers don’t add up; today it will very likely get stuck at the procedural stage.
But it will pass eventually—it just needs time to coordinate with all the different sides
