September 15 Bottom Not Reached Yet: AI Giants Gather in the UK—Will the US and UK Refuse to Ease Off and Keep Leading?

On September 11, the State Council’s executive meeting deliberated and approved the “Interim Regulations for the Administration of Foundations (Draft Amendment).” Meanwhile, this week King Charles convened top executives from AI giants including Nvidia, Google DeepMind, OpenAI, and Anthropic, along with the UK’s AI minister, to discuss shared principles for AI development and a balance between social benefits and interests. Huang Renxun (Jensen Huang), Demis Hassabis, and others confirmed their attendance.

On geopolitics and the macro front, both Trump and Huang Renxun refused to slow down AI development, stressing that the US must maintain its lead over China. The Bill & Melinda Gates Foundation plans to invest at least $1 billion over the next two years to improve AI accessibility, but Bill Gates warned that widespread adoption of AI could widen the global wealth and poverty gap. In the bond market, the spread in yields for 10-year government bonds between France/Germany widened by 2 basis points to 98.15 basis points, the highest since 2012. Japan is considering raising defense spending to 3.5% of GDP.

A-shares and industry updates: The Ministry of Agriculture and Rural Affairs issued the “15th Five-Year Plan for the Development of National Planting Industry,” proposing that by 2030 the goal is to safeguard the baseline of grain self-sufficiency and the absolute security bottom line for staple food supply. CATL’s (Contemporary Amperex Technology) stock price expanded its decline by more than 6%, hitting a one-year low. Compared with the historical high on May 7, 2026, it has cumulatively fallen by more than 32%. The combined A+H total market value has dropped below RMB 1.5 trillion. This week, Huawei’s All-Connected Conference, and next week Alibaba Cloud’s Summit will intensively validate domestic computing demand.

The Federal Reserve will hold its interest-rate decision meeting from September 15 to 16. CME data shows the probability of keeping rates unchanged in September is only 7.6%, while the probability of a 25-basis-point hike is as high as 92.4%. In October, the probability of keeping rates unchanged is 4%, the probability of a 25-basis-point hike is 52%, and the probability of a 50-basis-point hike is 44%. On the diplomatic front, Iranian Foreign Minister Hossein Amir-Abdollahian Araghz (Abdollahian Al Araghzi) will visit China on September 16 to meet with Wang Yi.

Current market sentiment has not yet broken down: the number of daily limit-down stocks today is only 33, and only one has a market cap over RMB 10 billion. Given that rebound conditions are not in place, trimming positions after a rise is advisable. Although the AI sector is supported by policy backing and major-company endorsements, with the Federal Reserve likely to hike rates, the bottom has not yet been confirmed. Investors should remain alert to volatility risks under macro pressure.
