Privacy is layered. Different needs, scale, and business models correspond to different privacy applications.

For example, one of the most profitable privacy-related businesses—dark pools—conceals users’ trading intentions, but it is still open to regulators. It helps prevent being targeted, but it does not prevent regulatory oversight.
