Withdrawal address whitelisting is a security feature provided by Binance. If the withdrawal whitelist function is disabled, your account can make withdrawals to any address. When this feature is enabled, your account will only be able to withdraw funds to whitelisted addresses.
In other words, any addresses you whitelist will be the only addresses that can receive funds from your Binance Exchange account. This is very useful in case you are a victim of fraud and your account is hacked by a hacker, he will not be able to withdraw your funds.
How to activate
After logging in to your Binance account, go to your account page and scroll down until you see the Withdrawal Address Management tool. Enable this feature and you'll see a confirmation window like this:

After pressing OK, you will need to enter your 2FA code. If your 2FA is turned off, we strongly recommend that you turn it on.

Then, click on Address Management. You will be redirected to another page where you can choose which coins can be withdrawn to which address. After selecting the coin, you insert the label and withdrawal address into the whitelist. Make sure the address provided is correct, check the box and press Submit.

You will be asked to enter your 2FA code again and will receive a confirmation email shortly thereafter.

Click Confirm Add to complete the process and you will see the following message:

Now that your BNB withdrawal address has been whitelisted, you can go to your Binance account and check on the withdrawpage.

As you can see in the picture, you will only be able to withdraw BNB coins to a specific address (or any other address you add to the whitelist). This means it is not possible to withdraw to any other address that is not on the whitelist.
You should always enable the withdrawal address whitelist function for an extra layer of security for your funds.
