The promise made by the Group of Seven in early October is beginning to materialize: the first tranche of the 100 million barrels of crude oil and diesel pledged is starting to flow into the market, with the approval of the International Energy Agency (IEA). Eleven European Union countries joined the move—including Germany, France, and Italy—with an additional package of nearly 42.6 million barrels, half of it in the form of refined fuel.
