## An empty chair that is back at the center of the conversation
The Secretary General of the Organization of American States, Albert Ramdin, came out this Thursday to ask Venezuela to designate a permanent representative before the organization. His argument is simple: the country never stopped being a member state, so the ball is in Caracas. As he told international agencies, the OAS is "prepared to help" in whatever is needed, but it needs a counterpart to sit down and talk with. He even let slip that "there are backroom talks."
