According to a CoinDesk roundup (about 1 day ago): in the planned Glamsterdam upgrade, the long-standing assumption that the default for “ordinary ETH transfers” is always 21,000 gas will be split apart—

• Sending to an existing address: still roughly follows the same 21,000-gas structure
• Sending to a brand-new address that has never been on-chain: you’ll also have to pay the additional cost of creating the account/writing state (state gas)

A note from the Ethereum Foundation on the 8/17 Platåberget testnet also mentions: account creation, deploying code, writing new storage slots, etc. will be re-priced; any tools that hard-code the gas limit may be affected.

For wallets and dApps, the key isn’t calling up or down on price—it’s engineering adaptation:
1) Fee estimation can no longer simply be hard-coded as 21,000
2) The cost model for airdrops/first transfers must be recalculated
3) The user side needs to be able to explain “why this one is more expensive”

You can cross-reference gas re-pricing discussions like EIP-8037 / EIP-2780 and related proposals. The upgrade is still under development and progressing through testing; the final client implementation will determine the details.
