What it does:
- Recognises digital currency as property - Creates a licensed exchange market supervised by the Central Bank - Sets up digital depositories to record who owns what - Regulates mining, custody and digital financial assets
Retail investors must pass a knowledge test and are capped at 300,000 rubles (about $3,800) per platform each year. Qualified investors face no limit.
Only the largest and most liquid coins will be allowed to trade.
The Central Bank has said Bitcoin, Ethereum and USDT currently meet that standard.
Crypto still cannot be used to pay for goods inside Russia. Banks can block suspicious transactions, and a 48-hour cooling-off period applies to wallet transfers.
