❗️The Bank of Russia has introduced new rules for crypto exchange operators.
From October 5, they will have to register in a special register of the Bank of Russia and meet a set of criteria:
- the management of exchange operators must have higher education and at least one year of experience in exchanges
- exchange operators will be subject to regular inspections
- exchange operators must have backup servers and secure key storage
- exchange operators will have to record client and employee transactions, including IP addresses and device data
- exchange operators must disclose owners with a stake of more than 10%
- exchange operators must confirm that they have their own funds.

It does not tell us that $500M has already entered Solana DeFi, exchanges, payments or trading.
That's where the interesting signal begins.
Solana's stablecoin economy is already operating at enormous scale, with recent reporting putting network stablecoin volume above $5T in 2026.
So this isn't really a “USDC mint = SOL bullish” story.
It's an inventory → deployment story.
