On September 24, 2026, the Federal Reserve proposed new regulations to implement the GENIUS Act.
Key points:
✅ 1:1 mandatory backing: Issuers must keep $1 from allowable reserves for every $1 of stablecoin. Allowable reserves: cash, Federal Reserve balances, short-term Treasury bills (≤93 days).
✅ Redemption within two days: Issuers must redeem tokens within two business days.
✅ Capital rules: 2% on the first $20 billion, and 1% on amounts exceeding $50 billion. If the shortfall continues, forced liquidation & redemption will occur.
✅ Bank approval: A 120-day decision window for the Fed, and it is deemed automatically approved if the Fed remains silent.
A 60-day public comment period is now open. This is the first tangible prudential governance framework for stablecoins in the United States! Regulation = collective buy-in?
