Le projet de loi GENIUS (Guiding and Establishing National Innovation for US Stablecoins) a été introduit en avril 2025 par les sénateurs John Thune (Républicain) et Kyrsten Sinema (Démocrate). Il vise à créer un cadre juridique pour les stablecoins.
Pour rappel, les stablecoins sont des cryptomonnaies dont la valeur est indexée sur une monnaie fiduciaire comme le dollar.
Le texte prévoit notamment que les émetteurs de stablecoins soient enregistrés auprès de la SEC (Securities and Exchange Commission) ou de la CFTC (Commodity Futures Trading Commission), selon leur nature. Il impose également des règles de transparence, de sécurité et de protection des utilisateurs.
Le GENIUS Act, une idée de génie pour WLFi de Donald Trump ?
Le projet de loi a été approuvé par la commission bancaire du Sénat en mai 2025, mais il a rencontré l’opposition de certains Démocrates, notamment de la sénatrice Elizabeth Warren.
Celle-ci a dénoncé un texte truffé de failles et de protections insuffisantes pour les utilisateurs, la sécurité nationale et la stabilité financière. Elle a aussi critiqué le fait que le projet de loi favorise la plateforme crypto World Liberty Financial (WLFi), soutenue par la famille Trump.
