📌 What changed? Since October 2, if all other sitting commissioners are recused or unable to participate in a particular matter, the only available commissioner can count as a quorum for that matter.

🔹 The change applies to SEC matters generally, including crypto-related issues. 🔹 It does NOT mean one commissioner can independently make every decision. 🔹 The goal is to keep the SEC functioning when recusals limit the number of available commissioners.
