Deputy mobilizes to annul changes in cryptocurrency declaration rules
Federal Deputy Júlia Zanatta (PL/SC) presented, on Tuesday (18), Legislative Decree Project No. 1013/2025, aimed at blocking the application of the new rules from the Federal Revenue regarding the declaration of operations with cryptocurrencies carried out by individuals and legal entities. By 251 to 193 votes, parliamentarians removed the text from the voting agenda, which had been negotiated as an alternative to the initially proposed increase in the Tax on Financial Transactions (IOF) by the government.
Provisional Measures have a deadline of up to 120 days to be voted on by Congress or they lose their validity, as was the case with the MP that expired yesterday.
Haddad said that the text was "the result of an agreement, with mutual concessions, and it is a sober text that leads the country to a closure of the cycle with social and economic sustainability."
Allies of the government accuse the governor of São Paulo, Tarcísio de Freitas (Republicans), of campaigning against the MP. "Tarcísio, instead of governing São Paulo, is calling deputies to pressure them not to approve it," said the rapporteur of the MP, federal deputy Carlos Zarattini (PT-SP).
In an interview with CNN, Tarcísio said that the population can no longer bear tax increases and that the Lula government needs to have fiscal responsibility. "I do not wish for the worst," he said to the TV channel.
To compensate for the voting, the government may have to make spending cuts and even block amendments. It was forecasted that the measure would lead to revenue of R$ 20.9 billion and cuts in spending of R$ 10.7 billion in 2026.
The government leader in Congress, Randolfe Rodrigues, said that a defeat of the MP could lead to the blocking of R$ 7 to R$ 10 billion in parliamentary amendments. After the vote, he stated that the government has an arsenal of alternatives to compensate for the measure.
