The handling fee can actually be refunded significantly. I don't usually like to post this kind of message, just going with the flow, but I still have to complete the quarterly assessment tasks, so forgive me for posting an advertisement, my friends.
If you filled in the invitation code during registration, that's great; it means you can get a refund on the handling fee. Just contact your liaison. If there's no refund on the handling fee, then that cost is collected by the exchange.
The difference is that for a handling fee of 100 units, if you didn't write the invitation code, there's no refund. However, if you used my invitation code while playing on Binance, you can legally receive a refund of 40 units for the 100-unit handling fee.
