VARA issued new guidance after reviewing 2025 proof-of-reserve reports from regulated firms.
The standard requires reserve assets to cover 100% of customer liabilities, maintained 1:1 in the same virtual asset, with daily reconciliation.
Auditors are expected to examine hot, warm and cold wallets, third-party custody, asset segregation and whether customer assets have been lent, restaked or otherwise used.
That's a major distinction from a snapshot-style reserve disclosure.
The question becomes:
Not “How much crypto do you claim to have?”
But:
“Can an independent auditor verify where every customer asset sits — and whether you've actually used it?”
