🚨 The Fed and SEC are moving toward clearer crypto rules — but in very different ways.
The Fed has proposed a framework for payment stablecoin issuers under the GENIUS Act, covering 1:1 backing with high-quality liquid reserves, capital requirements, risk management, custody, and a dedicated approval process for banks issuing stablecoins.
Meanwhile, SEC staff clarified that token buybacks don’t automatically create a securities contract for functional crypto networks. Importantly, the SEC says this is staff guidance, not a binding rule.
