A blockchain network might feature hundreds of validators but remain entirely centralized if a closed process allows identical entities to operate those validators from the exact same data centers.

The architecture of THORChain operates on a completely different philosophy. Because the environment is fully permissionless to join and permissionless to propose, absolutely anyone within the community is welcome to submit an ADR. Following a proposal, developers are tasked with writing the necessary code, and the nodes then independently evaluate whether they will adopt it. No modifications are implemented into the system unless two thirds of the nodes come to an agreement.
