A major development in the crypto industry: Binance has started restoring cryptocurrency withdrawals after its reported $6.3 billion security breach, while stating that it has replenished approximately 95% of the affected assets.

According to Reuters, the exchange began reopening withdrawals in phases on November 1, 2026. Bitcoin, Ethereum, BNB, XRP, Dogecoin and selected stablecoins are among the assets included in the initial restoration.

95% of Affected Assets Replenished

Binance says it has replaced approximately $6 billion worth of stolen tokens using company resources, including its corporate treasury, SAFU reserve and Futures Insurance Fund.

The remaining 5% consists of less-liquid tokens that may take longer to acquire in the required quantities.

Importantly, replenishing these assets does not mean that 95% of the stolen funds have been recovered from the attackers. Binance says it is covering the financial impact so users do not bear the losses.

Withdrawals Return in Phases

The exchange has begun restoring withdrawals gradually rather than reopening every asset and network simultaneously.

Additional services are expected to return after individual networks complete security and stability checks.

This phased approach is intended to reduce operational risks while normal services are restored.

FBI Attributes the Attack to North Korean Hackers

The FBI has attributed the incident to TraderTraitor, a North Korean state-sponsored cyber unit.

According to the FBI, investigators observed the attackers converting stolen assets into Ethereum and warned that further laundering could follow.

However, US President Donald Trump said the United States had not yet confirmed North Korea's involvement. The attribution should therefore be understood as the FBI's official assessment, not an independently established public finding.

What This Means for the Crypto Market

The withdrawal restoration and Binance's commitment to cover customer losses are important developments for market confidence.

However, the incident remains a major reminder of exchange security risks. Investors will be watching the remaining asset replenishment, the full restoration of withdrawals and the results of ongoing investigations.

The key development: Binance has moved from emergency recovery toward phased service restoration, but the security questions surrounding the incident are not yet fully resolved.
