On the Internet Computer, developers have a formal path to hand full control of their applications to their users. The mechanism at the centre of this is the Service Nervous System, or SNS, a governance framework built by @dfinity that converts a centrally managed app into a community-run decentralised autonomous organisation (DAO).
What Is an SNS and How Does It Get Approved?
The SNS is a governance framework built into the Internet Computer Protocol that lets any developer hand control of their application to a community-governed DAO. Each SNS comes with its own token, which holders use to vote on upgrades, treasury decisions, and other changes to the app. Once launched, no upgrade or configuration change can happen without a governance proposal voted on by token holders, meaning no single party can make unilateral changes.
Before any SNS goes live, it must clear a hurdle at the network level. All SNS canister code is approved by the NNS community, and launching a new SNS is also approved by the NNS community, including the initial settings of the SNS and the conditions of the decentralization swap. The NNS, or Network Nervous System, is the on-chain governance system that oversees the Internet Computer protocol itself.
How the Decentralization Swap Works
Once the NNS approves an SNS launch, a public decentralization swap opens. In order for an SNS to be launched, it must have a successful decentralization swap, which is the action of initially funding the SNS by swapping $ICP tokens for the SNS's native token. Participants send ICP in exchange for SNS tokens, which are issued as locked voting stakes called neurons that unlock in stages over time. All ICP collected flows directly into the new DAO's treasury.
The swap distributes a fixed number of tokens proportionally based on how much ICP each participant contributes. Because the total token allocation is set in advance, the more ICP that flows in overall, the fewer tokens each unit of ICP receives. The final token price is only known once the swap closes.
If the swap falls short of its minimum thresholds, whether for total ICP raised or number of participants, the process unwinds automatically. Everyone is refunded their ICP and control of the app reverts to the original developers. A successful launch raises initial funds for the project and hands over the ownership of the app to a community, which then fully controls the evolution of the dapp, including key decisions such as tokenomics, upgrades, and project direction.
The SNS model represents one of the more structured approaches to app-level decentralization available in crypto today, offering a standardised, NNS-vetted path that removes the need for developers to build a governance system from scratch.
