As the current Virtual Asset User Protection Act prohibits market-making activities, the related discussion is interpreted as the South Korean Financial Services Commission considering allowing market making in the second phase of digital asset legislation.Yoo Young-joon, Digital Finance Policy Officer at South Korea's Financial Services Commission, said on September 28 that it will study the introduction of related systems including market making to improve the efficiency and stability of the digital asset market. At present, the Virtual Asset User Protection Act does not set an exception for market-making activities, so such activities may be restricted as unfair trading practices such as market manipulation.Yoo Young-joon also said that the future Basic Act on Digital Assets may strengthen regulation of trading platforms, fair trading, corporate governance, and conflicts of interest, and promote diversified development of the digital asset industry. This specifically includes expanding businesses such as custody, trading, brokerage, asset management, and investment advisory, establishing a digital asset issuance and disclosure system, advancing a Korean won stablecoin, and strengthening user protection; the core functions of trading platforms, such as trade matching, token listings, and abnormal transaction monitoring, may also gradually shift from the current self-regulatory supervision to a public regulatory system.
