We must prepare for a global cyber pandemic like COVID that will spread faster and more widely than a biological virus, with equal or greater economic impact.

One of the fastest worms in history, 2003's Slammer/Sapphire worm, doubled in size every 8.5 seconds, spreading to more than 75,000 infected devices in 10 minutes and 10.8 million devices in 24 hours. The 2017 WannaCry attack exploited vulnerabilities in older Windows systems to cripple more than 200,000 computers in 150 countries ; this was stopped by an emergency patch and the accidental discovery of a “kill switch”.
