The UK's Financial Conduct Authority (FCA) has issued guidance on the regulatory boundaries for crypto assets, helping businesses understand the scope of the future crypto asset regulatory framework in the UK and which business activities require FCA authorization. The guidance covers activities including issuing compliant stablecoins, operating crypto asset trading platforms, buying and selling as well as matching trades, holding crypto assets in custody, and arranging crypto asset staking. The regulatory framework will come into effect on October 25, 2027, with the authorization application channel opening on September 30, 2026. Previously, the FCA completed the relevant rulemaking in June 2026. The UK government has also made targeted revisions to the relevant legislation, introducing limited exemptions for certain technology service providers; however, the FCA stated that these changes do not affect the authorization preparations for most crypto businesses.
