Coinbase CEO Brian Armstrong says the U.S. crypto industry may not have to wait for Congress to establish clearer regulatory rules.

The comments come after the U.S. Senate failed to advance the CLARITY Act on September 15, with the procedural vote falling short of the 60 votes required to move forward.

Armstrong had argued that crypto could see greater regulatory clarity regardless of the bill’s outcome. If Congress advances legislation, the industry would receive a statutory framework. If the bill remains stalled, Armstrong said the SEC and CFTC could still move forward with regulatory rules.

The CLARITY Act is intended to establish a clearer U.S. regulatory framework for digital assets, including defining the roles of federal regulators such as the SEC and CFTC.

For the crypto market, the key question now is how quickly regulators and lawmakers can provide a more defined path for exchanges, digital asset companies and investors.

The CLARITY Act may be stalled , but the debate over U.S. crypto regulation is far from over.
