Brazilian Crypto Exchanges Must Apply for Licenses by Friday Amid Compliance Costs and Regulatory Questions
Crypto exchanges in Brazil must submit license applications by Friday to continue operating while their applications are reviewed, a process that could take up to two years. According to Odaily, firms that miss the deadline must stop providing services within 30 days starting Friday; from November 6, banks and payment institutions will also be barred from conducting crypto transactions with unauthorized service providers. The Central Bank of Brazil (Banco Central do Brasil, BCB) introduced a crypto regulatory framework in November 2025 requiring service providers to verify the origin and destination of crypto transfers, including transfers involving self-custody wallets. The rules also cap certain international crypto transfers at $100,000 when the counterparty is not authorized to operate in Brazil’s foreign exchange market. Exchanges have raised questions about wallet identification, the interpretation of transfer limits and transaction-reporting thresholds. Fabio Cendão, founding partner of Brazilian law firm FCM Law, said applying is only the start of the process. Compliance also involves substantial capital requirements, technical certification, custody audits and anti-money-laundering controls. Minimum capital requirements range from 10.8 million to 37.2 million Brazilian reais, depending on the services offered. Cendão said the costs could make compliance difficult for smaller exchanges.

If prices return to holders’ cost range, some may sell to break even, Glassnode said. U.S. spot Bitcoin ETFs have an average cost basis of about $81,500-$82,000. As of Monday, ETF holders had an estimated average unrealized loss of about $2.63 billion, according to Glassnode. According to Foresight News, Chistyukhin’s remarks were reported by TASS. The draft law’s authors considered allowing Russian investors to use non-custodial wallets, but decided against permitting direct investment through them because of investor risks and anti-money laundering and regulatory requirements. Bank of England Opens Consultation on Tokenized Collateral for Clearing
The Bank of England has opened a consultation on allowing central counterparties (CCPs) to accept tokenized collateral for clearing. According to Cointelegraph, the central bank says existing rules permit digital versions of eligible assets when they meet clearing standards. A draft supervisory statement would explain what CCPs must address when applying under the current approval process, covering collateral already accepted and asset types that qualify under the proposed UK CCP Rulebook but are not currently in use. The statement would not introduce new regulatory obligations. The BoE says tokenized collateral must remain possible to value, transfer and realize, including under stressed conditions, and notes that faster movement across jurisdictions could help firms meet margin calls. Sarah Breeden, the deputy governor for financial stability, said the consultation supports the Bank’s secondary objective of promoting innovation in financial market infrastructure while maintaining financial stability. She described it as part of a broader agenda between authorities and industry to enable responsible adoption of tokenization in financial markets. The consultation paper closes Feb. 12, 2027. The central bank expects to publish its policy response and rules later this quarter.

KR1 Buys 5,000 TAO and Launches Staking on Bittensor
KR1 plc, an on-chain infrastructure company listed on the London Stock Exchange Main Market, announced on October 29 that it had begun operating technical infrastructure on the decentralized AI network Bittensor. According to ChainCatcher, KR1 bought 5,000 TAO, Bittensor’s native asset, in recent months and launched staking as part of its infrastructure strategy. Based on reward rates observed on October 28, the company estimates annualized infrastructure revenue equivalent to about 6.6% of the current value of its deployed TAO holdings. Bittensor is a subnet-enabled Layer 1 blockchain supporting services including AI inference, computing power, training and prediction. Independent providers compete for network rewards based on performance. KR1 stakes TAO through validators that assess service providers and receives a share of network rewards. The company said TAO has no mandatory unbonding period and can be retrieved immediately after unstaking. Rewards may be retained to expand productive assets or converted to support future investments and operating costs. KR1 plans to report its TAO holdings and related infrastructure revenue in monthly unaudited updates. KR1 Managing Director and Co-Founder Keld van Schreven said demand for infrastructure supplying intelligence is expected to grow as AI enables software to perform more complex tasks. He said the company is focused on whether Bittensor’s incentives can support services with recurring customer payments and on deploying its TAO holdings to increase productive digital assets and revenue-generating capacity per share.
Celestia Launches Voyager Payment Architecture With 21 Million TPS Benchmark
Celestia has launched Voyager, an application-specific blockchain architecture designed for large-scale payments in agent commerce. According to ChainCatcher, Celestia said Voyager sustained about 21 million transactions per second across 100 million accounts during a five-hour benchmark. The test processed about 400 billion random transfers, averaging 21.2 million TPS and peaking at 21.6 million TPS. Voyager separates payment processing into independently scalable threads to avoid blocking the execution thread that updates balances. Transactions are validated and batched at the ingress layer, then sent through a ring buffer inspired by the Disruptor system used in exchanges. Execution logic is built in, and state is stored in a flat table rather than a Merkle tree. Each transaction is published to Celestia’s Fibre data availability protocol for external replay and verification. The benchmark ran on a single CPU core with about 48 GB of node memory and tested only one node. It did not include state-root calculations, replication across machines, or real-time state queries at the same scale. Celestia said it is working to bring Voyager into production and plans to publish more technical details in the coming weeks. Fibre went live on mainnet last week; Voyager is the first execution-layer product launched after Celestia’s acquisition of Sovereign Labs.

Utexo Plans Private, Fast USDT on Bitcoin to Compete With Ethereum and Tron
Utexo is preparing to bring Tether’s USDT stablecoin back to Bitcoin after a three-year hiatus, with private transfers and faster payments as its stated goals. According to Cointelegraph, the Dubai-based startup plans to use RGB, a protocol that keeps transaction details off Bitcoin’s public blockchain, and has scheduled a public launch for Nov. 28. Lightning Network support is planned for Q1 2027. USDT first launched on Bitcoin through the Omni protocol in 2014, but Tether halted issuance in August 2023, citing declining usage. Tether announced plans to issue USDT on RGB in August 2025, but that plan did not proceed. Tether later led Utexo’s $7.5 million seed round in March, and the startup plans to use Tether’s USDT0 protocol for its Bitcoin-based version. Utexo co-founder and CEO Viktor Ihnatiuk says the proposal combines Bitcoin settlement with RGB’s transaction confidentiality, while Lightning can support fast payments. RGB is a Bitcoin-native protocol, not a sidechain or rollup: transaction parties validate asset transfers, while cryptographic commitments are anchored to Bitcoin. It can also use Lightning payment channels to move USDT without requiring each transfer to be recorded on Bitcoin’s base layer. Utexo opened early access to its USDT Mint product on Oct. 22 for verified professional operators to test minting, transfers and redemption on Bitcoin’s Signet test network ahead of the public launch at the end of November. Mint locks USDT0 on Arbitrum before issuing an equivalent amount of USDT on Bitcoin; redemption burns the RGB asset and triggers the release of funds on the source network. This means the system also relies on the connection between the networks, introducing risks associated with bridges. Utexo says Oxorio audited Mint, though the full report is not public. The company has named UniSat as a launch partner and says it is working with 12 over-the-counter network partners, with another 40 in its pipeline. Ihnatiuk says Utexo is targeting payments and simpler arrangements such as escrow rather than replicating Ethereum’s decentralized finance ecosystem. He also sees potential for Bitcoin miners to swap BTC for USDT on the network without transferring funds to centralized exchanges. He has set a minimum goal of $1 billion in Bitcoin-based USDT over the next 12 months, with an initial goal of $10 billion and a median goal of $5 billion. With about $300 billion in stablecoins already circulating on networks such as Ethereum and Tron, Utexo must demonstrate demand for Bitcoin as another USDT venue.
10 U.S. Military Transport Aircraft Arrive at Israeli Air Bases
According to Jin10, 10 large U.S. military transport aircraft arrived on the 28th at Ovda and Nevatim air bases in southern Israel, carrying large quantities of air defense and interceptor missiles to replenish Israeli forces' weapons stocks. Analysts said the move was intended to replenish ammunition Israel had used, and that the United States may deploy additional Patriot air defense missile units directly to Israel in the future. Israeli officials familiar with the matter said Israel is maintaining close strategic coordination with the United States. Although no final decision has been made, the two countries' militaries are preparing to carry out any military decision U.S. President Donald Trump may make soon. Large numbers of U.S. transport aircraft also landed at military bases in Jordan, Saudi Arabia, and Qatar.
