Arbitrum just pulled in more money than any other chain last week.

Its token is still 93% below its all-time high. Something doesn't add up — and that's exactly why $ARB is the most interesting chart in crypto right now.

Here's the setup. Artemis data shows Arbitrum took the largest net bridge inflow of any major network in the week to 4 Nov: +$194.5M. DeFi TVL sits at $1.44B, still the biggest L2 by that measure. Paxos' USDG stablecoin supply on Arbitrum jumped roughly 10x in under a month, Morpho USDG lending hit $143M, and Stripe just added USDC payouts on Arbitrum. A US bank, Cross River, is tokenising loans on Arbitrum One with production targeted for early 2027.

The chain is winning. The token just isn't — yet.

And this week gave us a plot twist nobody saw coming. After the $6.3B Binance hot-wallet exploit on 29 Oct, Arbitrum's Security Council froze $30.5M of the stolen funds — 74.6M ARB plus 8,426 ETH — and on 5 Nov Binance formally asked the DAO to give it back. That kicks off a ~7-week governance process. It's the second time the council has ever used those emergency powers. Bullish for security, uncomfortable for the decentralisation purists. Either way, everyone's watching the vote.

So what does the chart say? $ARB is trading around $0.17, modestly green on the day, holding above the $0.15 floor buyers defended on 3 Nov. Resistance sits at $0.18, then $0.20 — the level analysts flagged as the breakout trigger. Check $ARB's chart: a daily close above $0.18 changes the picture completely; lose $0.15 and the whole bounce thesis is in trouble.

The honest risks? Plenty. A 92.6M ARB unlock lands on 16 Nov, and monthly unlocks run until March 2027. ARB is a governance token — it has no direct claim on network revenue, something Standard Chartered itself flagged even while calling for $10 by 2030. And Base has now overtaken Arbitrum on total value secured. Oh, and $BTC is sitting around $75K into Tuesday's CPI print, so the macro weather decides everything.

But here's my take: this is the classic "great chain, bad token" trade — and those are exactly the setups that move hardest when sentiment flips. Retail is already leaning long, derivatives are cooling off, and the chain's numbers keep getting better while the price stays asleep.

$ETH beta, L2 rotation, a governance drama with a 7-week clock, and an unlock deadline. That's a lot of catalysts packed into one $0.17 token.
