WITHDRAWALS ARE REOPENING — BUT
CHECK THE NETWORK FIRST

Binance's Recovery Update #9, published November 6 at 03:06 UTC, announced another phased reopening of withdrawals for additional assets and networks, beginning at 04:00 UTC on November 6. The rollout is progressive; not every listed asset becomes available at once.
Networks and assets covered include:

BSC, BASE and Ethereum
Optimism, Polygon and Arbitrum
Avalanche C-Chain, TRON and SUI
Deposits remain open. Binance says it is prioritizing assets according to recent user demand and completing security and readiness checks before enabling individual asset/network combinations. Temporary delays may occur during high traffic.

Three things to verify before transferring:
Confirm that withdrawals are enabled for the exact asset.
Confirm the receiving address and network match.

Check the live withdrawal status immediately before submitting.
Replenishment progress and phased reopening are meaningful recovery milestones, but neither establishes that every withdrawal is available or that all incident-related work is complete.

Question: What would give you the most confidence after an exchange security incident: independently verifiable reserves, reliable withdrawal access, or a detailed post-incident report?
