According to Jin10, Russia's Finance Ministry said it will raise its foreign exchange and gold purchases to five times September's level from October 7 to November 6, allocating 279.42 billion rubles for the program and buying about 12.7 billion rubles a day. The purchases will be made under budget rules and are intended to channel additional oil and gas revenue into the National Welfare Fund.
